What is the metaphor? and what is it representative of in the song?

One interpretation of the metaphor is that he is looking down out of a burning building, and the "pig dressed at his finest fine" represents a cop trying to help him, but still that leave much of song unexplained.

Is it just suppose to be representative of a decision he had no control over?

You may already have checked out this site, but I thought I'd link it anyway. It has a few different opinions on the song-I personally have only heard the 9/11 /President Bush link to the song. Unless Dave himself has stated what it's about, we honestly don't know. A lot of songwriters, in particular with Dave Matthews, like to leave it to the listener to create their own connection to the song.

DMB is, in my experience, most popular among college-aged people and 20-somethings. College kids who shop at American Eagle are a big part of the DMB fanbase. And some hippie-types like to listen to "Dave". My friends in their 20's have a rabid obsession with DMB. Dave tours locally every summer and everybody who's anybody shows up to at least one of the two shows. I like some DMB music, but I'm not as enthusiastic as everyone else I know. I'm not a teenager, but I wouldn't brand DMB "teenagy". More like "collegy".
