This is the best I can come up with given my research is that the guy is slapping himself in the face because he thinks he must be dreaming the girl is so beautiful. It only makes sense given the lyrics.

You will se below that there is no true translation to toora loora. It is simply a lullaby baby talk you sing to a child to get them to go to sleep. I included the lulluby for you. I also included the gaelic translator telling you that it is total rubbish.



So I looked at the two songs together and concluded that the boy, laddy, thought he must be dreaming because each time he came into town he kept seeing this Spanish lady and want to make sure he was not simply imagining her beauty. It is like saying "Pinch me I'm dreaming" only prettier.



There are apparently dirty versions of this song that would make you think that the young man is masturbating but that is not the one you showed here so again I stick with my original assessment of the lyrics.
